EOI is a call to potential providers of goods and/or services to register interest in supplying them. Commonly it is a document describing requirements or specifications and seeking information from potential providers that demonstrate their ability to meet those requirements. EOI is intended for contracts with the following nature:
expensive and technically complex equipment and works with a view to ensuring that invitations to bid are extended only to those who have adequate capabilities, competence and resources.
According to SPPRA rules 2010 Competent Authorityis an officer of the Procuring Agency empowered to exercise financial powers and approve the award of contract for procurement of goods, works or services, as the case may be.
Approving Authority is a role in the PPMS system given to SPPRA officer whose responsibility is to approve Procurement Plan, EOI and NIT and publish them on the PPMS Public Portal.
A procurement plan prepared for any project shall be reviewed and updated throughout the life of the project, such as estimates of time requirements, availability of funds, assumptions about institutional capacity, changing priorities and other factors that require plan adjustments for the success of the project. However unless provided otherwise and subject to the regulations made by the Authority, a procuring agency shall prepare all proposed procurements for each financial year and shall proceed accordingly without any splitting or regrouping of the procurements already grouped, allocated and scheduled in the Procurement Plan.

Specifications shall allow the widest possible competition and shall not favor any single contractor or supplier nor put others at a disadvantage. Specifications shall be generic and shall not include references to brand names, model numbers, catalogue numbers or similar classifications. However, if the procuring agency is convinced that the use of a reference to a brand name or a catalogue number is essential to complete an otherwise incomplete specification, such use or reference shall be qualified with the words “or equivalent”.

No, procurement of used or reconditioned equipment or machinery is not permissible in any case whatsoever.

Yes, although International Competitive Bidding shall be the default method of procurement for all procurements with an estimated cost equivalent to US $ 10 million or above, a procuring agency may opt for International Competitive Bidding for procurements below US $ 10 million if it is convinced that technological sophistication, technical expertise or professional capability of the satisfactory level is not available within the country and the best value for money cannot be obtained if competition is restricted to the domestic companies, firms or parties.

Procuring agency may use Request for Quotations method for procurement of goods and services with estimated cost below the prescribed limit of one hundred thousand rupees and above the prescribed limit for petty purchases.

In cases where works are small and scattered or in remote location for which qualified construction firm(s) is unlikely to bid at reasonable prices, the procuring agency may utilize Force Account method for this procurement.

Member of the Consultant Selection Committee shall consist of the following: nominee of the Planning and Development Department not below the rank of BS-18 or equivalent, nominee of the Finance Department not below the rank of BS-18 or equivalent, representative of the Procuring Agency not below the rank of BS-18 or equivalent and one technical member from the concerned department having adequate technical knowledge and experience in the relevant field not below the rank of BS-18 or equivalent. The Consultant Selection Committee can co-opt up to two members having adequate technical knowledge and experience in the relevant field, for providing technical input to the committee. The co-opted members shall have no voting rights.
